Italy sets annual €10 million transplant fund allocation, including €7 million for medical devices

On August 28, 2026, the Italian Official Gazette published a decree dated June 24, 2026, issued jointly by the Ministry of Health and the Ministry of Economy and Finance. The decree implements provisions of Italy's 2025 Budget Law, which authorized the annual expenditure of €10 million from 2025 to reduce waiting times for organ and tissue transplantation and to support the acquisition of medical devices used in transplantation. All regions, including special-statute regions, may access the annual funding subject to compatibility with their respective statutes and implementing provisions.

Of the €10 million annual allocation, 60%, or €6 million, is earmarked for medical devices for organ perfusion, while a further 10%, or €1 million, is allocated to devices for the preservation, transport, and management of organs and tissues. The remaining 30%, or €3 million, is intended for initiatives to reduce transplant waiting lists. These include measures to reduce opposition to organ donation, strengthen organ-procurement activities, and reinforce the organization and staffing of transplant centers.

Funding for perfusion devices is distributed across regions based on the latest available data on the number of organs treated with perfusion technologies, while funding for preservation, transport, and organ-management devices is allocated according to regional population. 

For 2025, allocation is based on data prepared by the National Transplant Center (Centro nazionale trapianti, CNT), including 2024 transplant activity data from the Transplant Information System (Sistema informativo trapianti, SIT). From 2026, the regional allocation of funding will be determined through subsequent Inter-Ministerial Committee for economic planning and sustainable development (CIPESS) resolutions proposed by the Ministry of Health, in agreement with the State-Regions Conference.
