Italy published updated 2026 reimbursement tariffs for outpatient specialist and prosthetic care

The Essential Levels of Care (LEA) framework defines the healthcare services and benefits that the National Health Service must guarantee. Annex 4 of the LEA catalog contains the national nomenclature of outpatient specialist services, including laboratory procedures, while Annex 5, List 1, covers custom-made prosthetic aids.

On September 19, 2026, the Ministerial Decree of August 7, 2026, was published in the Official Gazette, updating the maximum national reference tariffs for outpatient specialist services and custom-made prosthetic care provided by the Italian National Health Service under the LEA. 

The final decree was developed to update reimbursement levels on the basis of more current cost information and in the context of methodological concerns raised by the Lazio Regional Administrative Court regarding the previous tariff decree of November 25, 2024. It follows the agreement reached by the State-Regions Conference on July 23, 2026. 

Key tariff changes include:

• Increases for selected vascular diagnostics, nuclear medicine, Doppler ultrasound, electromyography, endoscopy, other instrumental diagnostics, and biopsy services;
• Increases for rehabilitation services based on the aggregate of all rehabilitation services;
• An average tariff adjustment of approximately 3.6% for dialysis, together with a specific 15% increase for certain peritoneal dialysis services;
• Revision of initial specialist consultation tariffs, generally bringing the basic first-visit tariff to approximately €26, with higher values where additional procedures are included;
• Tariff revisions for a range of custom-made prosthetic aids, including a 44% increase for 98 optical-aid codes.

For laboratory services, the Ministry's analysis found a general correspondence between observed costs and the existing tariff levels and therefore did not identify a general need for tariff increases, with the exception of venous blood collection, for which the tariff was increased by €0.50.

The new tariffs apply to outpatient specialist and prosthetic-care services prescribed from September 21, 2026.
