Independent investigation into maternity and neonatal care in England

On June 30, 2026, Baroness Amos’ independent investigation into maternity and neonatal services in England was published. The investigation had been commissioned by the Department of Health and Social Care in October 2025.

The final report identifies key areas of concern, examines the barriers that have prevented meaningful improvement, and presents eight recommendations aimed at achieving long-term systemic and cultural transformation in maternity and neonatal care. It also proposes a series of immediate actions intended to improve the experiences of women and families and support staff in delivering safe, high-quality care.

As part of the investigation, maternity and neonatal services at 12 NHS trusts were reviewed to identify systemic issues affecting services across England and to inform the development of national recommendations. Individual reports for each of the trusts have also been published.

In response to the findings, NHS England has introduced a 10-Point Plan comprising urgent actions to improve maternity and neonatal services. 

The government has also announced the creation of the UK’s first Maternity and Neonatal Commissioner. The Commissioner will provide an independent voice and strengthen the focus on safety, patient experience, equity, and accountability for women, babies, and families. 

A comprehensive national action plan is due to be published in December 2026. It will set out priority actions and long-term reforms designed to deliver safer and more equitable care.

Alongside structural reform, the government is investing a further £41 million to tackle urgent safety risks in maternity and neonatal facilities, building on £145 million already committed since April 2025. This funding will address issues such as fire safety, ventilation, and outdated infrastructure, creating safer environments for mothers and newborns.
