First PECAN coverage granted to a therapeutic digital medical device in France
On July 21, 2026, the French Ministry of Health, Family, Autonomy and People with Disabilities published an Order in the Official Journal of the French Republic granting early coverage to Poppins Clinical, a digital medical device developed by Bmotion Technologies, under the Early Digital Support Scheme (PECAN).
PECAN is an innovative payment scheme that provides temporary, transitional coverage for certain digital medical devices considered innovative and offering a potential, although not yet fully demonstrated, benefit. The scheme is intended to accelerate market access and support the evaluation of these technologies while ensuring appropriate standards of safety and interoperability.
The PECAN scheme is open to two types of digital health technologies:
- Therapeutic digital medical devices, which are ultimately intended for registration on the List of Reimbursable Products and Services (LPPR);
- Digital medical devices for remote patient monitoring, which are ultimately intended for inclusion on the List of Remote Medical Monitoring Activities (LATM).
Since the scheme's inception in 2023, all devices that had reached the stage of receiving a Ministerial Order for early coverage under PECAN had been intended for remote patient monitoring. Poppins Clinical, which is indicated for the rehabilitation of specific learning disorders involving reading deficits, is the first therapeutic digital medical device to receive coverage under the PECAN framework.
PECAN coverage of Poppins Clinical is provided through two separate codes: an initial package covering the effective use of the device for up to three months, followed by a monthly renewal package. The maximum reimbursement is €780 per patient per year.
The Order also specifies the reimbursed indications, the minimum technical requirements applicable to the device, the qualifications required of prescribers, and the conditions of prescription, use, and renewal.
