Innovation payment schemes

In July 2026, the French Ministry of Health granted early coverage under the PECAN scheme to a digital medical device (Poppins Clinical) for the rehabilitation of specific learning disorders involving reading deficits. Since the scheme's inception in 2023, all devices granted early coverage have been intended for remote patient monitoring. The decision on Poppins Clinical marks the first PECAN coverage of a therapeutic digital medical device.

On September 1, 2025, the Institute for Hospital Remuneration Systems (INeK) announced the start of the application process according to §6 (2) KHEntgG (New Examination and Treatment Methods, NUB) for 2026.

On May 26, 2025, the Innovation Committee at the Federal Joint Committee (G-BA) announced that 49 applications for innovation funding of healthcare research projects were accepted.

In late May 2025, the Innovation Committee of the Federal Joint Committee (G-BA) published decisions recommending the transfer of several completed healthcare research and new forms of care projects into standard care. These projects addressed a range of topics, including a web-based self-help program for relatives of individuals with depressive disorders, strengthening crisis resilience in outpatient medical practices, and structured aftercare following bariatric surgery.

On April 22, 2025, the Innovation Committee at the Federal Joint Committee (G-BA) announced the receipt of 156 applications (project ideas) for innovation funding of projects for new forms of care. The majority of applications (n=117) were submitted in response to topic-specific funding calls, including integration of AI systems into healthcare structures and processes, strengthening child and youth health, and women's health. A decision on which project ideas will be invited to submit full proposals is expected in the fourth quarter of 2025.

In late November 2024, the Innovation Committee at the Federal Joint Committee (G-BA) published the decisions recommending the transfer to standard care for two completed projects. The projects were dedicated to relieving the burden of emergency rooms and improving infection surveillance in nursing homes.

On November 29, 2024, the Ministry of Health and Access to Care published an Order outlining the requirements for application files to request coverage of innovative biology or pathology procedures within the new RIHN 2.0 framework. The Order concerns the application file model and list of supporting documents for coverage requests

On November 21, 2024, the Innovation Committee at the Federal Joint Committee (G-BA) announced that a total of fifty applications for Innovation Funding for the new forms of care in one- and two-stage procedures were accepted.

In November 2024, the Dutch Healthcare Authority (NZa) published an updated regulation and policy framework for small-scale experiments to introduce innovations, which will enter into force on January 01, 2025. The small-scale experiments for introducing innovations apply to innovative medical procedures that improve the organization and provision of patient care (including online consultation, telemonitoring, home neuromodulation, school counseling, etc.) but do not have enough evidence to obtain coverage within basic health insurance.

In September 2024, the Dutch Healthcare Institute (Zorginstituut Nederland, ZIN) announced two projects that received a subsidy under the "Subsidy scheme for promising care" in 2024 for research on the cost-effectiveness of cold plasma therapy for diabetic foot or venous leg wounds and intranasal mesenchymal stem cells in newborns with hypoxic-ischemic brain damage.

On September 2, 2024, the French Ministry of Health released further details on the renewed support for innovation in medical biology and anatomopathology procedures via the Repository of Innovative Services outside the Nomenclature of biology and anatomopathology (RIHN) 2.0 including criteria for application.

In mid-August 2024, the Innovation Committee at the Federal Joint Committee (G-BA) published the decisions recommending the transfer to standard care for another four completed projects. The projects were dedicated to the topics of support for families with a parent suffering from cancer, modeling routine risk screening in children, reducing problematic media use, promoting treatment motivation in people with computer game addiction and Internet addiction, and follow-up care for gestational diabetes.
