Public consultation opens in Spain on updates to the Health Cohesion Fund regulations
On July 29, 2026, the Spanish Ministry of Health opened a public consultation on the preliminary Order that would update Annexes I, II, and III of Royal Decree 1207/2006, which regulates the management of the Health Cohesion Fund (FCS).
The Health Cohesion Fund is intended to support equal access to public healthcare services across Spain. Under Royal Decree 1207/2006, the Fund compensates Autonomous Communities for care provided to patients residing in another Autonomous Community and referred to designated Benchmark Centers, Services, and Units of the National Health System (CSURs). The Royal Decree also provides that the diseases, treatments, technologies, and procedures eligible for compensation must be listed in its annexes, together with the reimbursable amounts in each case.
The proposed update aims to ensure that the Fund’s compensation arrangements reflect the current needs of the National Health System. This includes updating the diseases, treatments, technologies, and procedures covered, as well as the related reimbursable amounts.
The following specific objectives are established:
- To add, amend, or remove diseases, treatments, technologies, or procedures listed in Annexes I, II, and III of Royal Decree 1207/2006, in line with decisions made by the Interterritorial Council of the Spanish National Health System concerning the designation of CSURs;
- To update the healthcare processes and reimbursable amounts included in the annexes. The revised amounts would apply to eligible care provided in 2025.
