French National Authority for Health creates a department to modernize HTA

In July 2026, the French National Authority for Health (HAS) created the MiMED (Mission Méthodes, Europe, Données) department within its Directorate for Evaluation and Access to Innovation (DEAI) to support transformations in the evaluation of health technologies. It replaces the Real-World Data Coordination Unit.

The creation of MiMED focuses on three primary objectives:

• Anticipating methodological evolutions: MiMED aims to identify and analyze new emerging clinical development methods, such as adaptive trials, single-arm studies, indirect comparisons, and simulated or artificial data. Its goal is to adapt HAS evaluation doctrines to these new approaches;
• Strengthening Real-World Data (RWD) Integration: a major priority is consolidating the use of observational data from everyday medical practice to complement clinical trial results. MiMED will also promote the use of existing data sources like registries and reimbursement data;
• Supporting European integration: the creation of MiMED responds to the implementation of the European Health Technology Assessment Regulation (HTAR). It is expected to reinforce the HAS's contribution to European work and support methodological coordination.

This reorganization aligns with the HAS 2025-2030 strategic project, aiming to anticipate future scientific developments, strengthen the quality of its assessments, and contribute to the development of methodological standards that will shape access to health innovation in France and Europe.
