UK Life Sciences Sector Plan progress and next steps as of July 2026

On July 9, 2026, the UK Government published its first annual progress report on the Life Sciences Sector Plan, launched in July 2025. The plan is organized around three interconnected pillars: 

• Enabling World Class R&D;
• Making the UK an Outstanding Place in Which to Start, Grow, Scale, and Invest;
• Driving Health Innovation and NHS Reform.

The third pillar aims to ensure that patients gain faster and more consistent access to clinically effective and cost-effective technologies. It also supports the NHS’s three strategic shifts: from sickness to prevention, from hospital to community, and from analogue to digital.

The 2026 report outlines progress and next steps for targeted actions, including Action 29, which focuses on streamlining access and adoption by reducing duplication and creating lower-friction routes into the NHS in England.

Progress reported includes:

• Launch of the National HealthTech Access Programme, initially covering capsule sponge for oesophageal cancer and AI tools for prostate and breast cancer referred to NICE.
• Introduction of Value Based Procurement guidance, shifting the focus from lowest cost to value and outcomes across both national frameworks and local NHS procurement.
• Together, these changes are improving how innovative technologies are assessed, procured, and adopted across the system. 

Next steps over the next year will be built on this progress, focusing on accelerating adoption and scale in priority areas:

• More high-impact health technologies will be selected for the National HealthTech Access Programme. 
• Key enablers will include the introduction of an Innovator Passport to streamline decision-making and the development of a HealthStore to provide a centralized route for accessing digital solutions. These measures will support faster and more consistent uptake of effective technologies across the NHS, improving patient outcomes and supporting innovation. 
• The Innovator Passport is being developed with input from NHS, industry, and policy stakeholders. The alpha phase of its supporting digital platform, Compass, has been completed, and a private beta is underway using data from NHS trusts. Phase one is expected to launch by the end of 2026.
